The Municipal Property Assessment Corporation (MPAC), established in 1998, is composed of a team of experts who understand local communities and assess every property in Ontario. Their work provides the foundation that municipalities use to determine local property tax distribution needed to pay for the services used every day. MPAC is Ontario’s property market expert, responsible for valuing and classifying over 5.6 million properties across the province and building an accurate property inventory.


MPAC’s products and services are key for government programs, business decisions, and property transactions. Municipalities use MPAC assessments to power local investments in important services like emergency services, libraries, water, and roads. Their data also helps identify property changes and market trends in Ontario’s communities to inform decisions about future developments. With over 1,700 full-time employees geographically dispersed across Ontario and a sizable, unionized employee base, MPAC has been recognized as one of Greater Toronto’s Top Employers since 2020.

AN OPPORTUNITY TO LEAD TRANSFORMATION

The VP, People and Transformation will set the vision and strategy for MPAC’s workforce of the future. The VP, People & Transformation will be responsible and accountable for the strategic development and execution of organizational programs focused on the employee experience and support to MPAC’s strategic priorities short and longer term. The ability to apply new technologies in the pursuit of workforce excellence will be an exciting organizational initiative.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES:



Strategic Leadership and Planning:


  • Lead the transformation of the HR function to align with MPAC’s strategy, ensuring that all HR initiatives support broader organizational objectives
  • Oversee the development, implementation and management of HR strategies, policies and programs that contribute to the employee experience
  • Develop capabilities that drive continuous operational excellence and enrich the employee’s experience
  • Lead change management initiatives to support the implementation of new HR strategies and organizational structures

Corporate Human Resources Programs:


  • Oversee initiatives that attract, motivate and retain talent and further enhance employee experience
  • Oversee and approve the development and implementation of policies, processes, and practices to ensure the organization’s human capital is deployed efficiently, effectively and integrating EDIA principles
  • Maintain awareness at the leadership level of changing Human Resources best practices and legal requirements, anticipating future direction, impact on MPAC policies, and ensuring compliance of all human resources policies, programs, and processes across the organization
  • Provides strategic consulting across the organization on key HR functions including organizational design, labor relations, total rewards, workforce planning, and talent management.
  • Engage with internal and external stakeholders to gather insights and inform HR strategies
  • Champion succession planning and the development of future leaders, including supporting initiatives to build capability for other departments

THE CANDIDATE


  • Demonstrated experience in leading HR transformation and organizational design initiatives
  • Experience leveraging AI tools and technologies in HR processes
  • Deep understanding of HR technologies and process automation
  • Progressively more responsible and accountable senior HR leadership experience in providing direction and oversight of a robust human resources function with expertise in developing and implementing best practices in human resources programs, policies, learning and development initiatives, and human capital management systems ideally within a unionized environment
  • A proven strategic and inspirational leader with expertise in leading and executing change, enriching employee engagement and employee experience, and ensuring effective and timely client service delivery within a dynamic and complex operating environment of scope and scale
  • Labour relations experience including responsibility for strategy development and relationship and partnership building
  • Experience leading and managing a high-performance team
  • Experience “leading/managing through influence”, driving results requiring contribution and buy in from multiple line business leaders
  • Deep commitment to reconciliation, equity, accessibility, human rights and inclusion
  • Demonstrated ability to quickly build and garner credibility and respect with multiple stakeholders, including elected officials
  • Self-directed with strong critical thinking skills and results orientation
  • Development of self and others as leaders within a challenging, complex and evolving environment; demonstrating resilience and positivity that allows for balance while encouraging forward momentum to achieve results
  • Ability to formulate budget strategies with strong business acumen in understanding the key financial drivers and their dynamics
  • Excellent communication (verbal and written), presentation, facilitation, and interpersonal skills.
  • Practical and pragmatic in style and approach
  • Knowledge and expertise in human resource theories, principles, and best practices
  • Knowledge and interpretative understanding of relevant legislation (e.g., Occupational Health and Safety, Ontario Human Rights Code, WSIB, Employment Standards Act) and initiatives which impact human resource programs and services in a broader public sector environment
  • Certified Human Resources Leader (CHRL) or related certification is preferred. A university or graduate degree in a relevant professional discipline (e.g. Human Resources, Labour Relations, etc.) is a strong asset
