Community Manager (Lease-Up & Stabilized Operations)
Location: Onsite in SW Portland, OR
Schedule: Monday–Friday, 8:00 AM–5:00 PM
Compensation: $24–$27 per hour plus full benefits
Employment Type: Contract to Hire
About the Role
The Community Manager will lead the full lease-up of a tax credit community and transition into managing day-to-day operations once the property stabilizes. This role requires someone who is detail-oriented, compliance-driven, and highly personable — capable of balancing leasing momentum, resident relations, compliance, and operational excellence.
Key Responsibilities
Lease-Up Phase Responsibilities
- Drive all lease-up activities from pre-leasing through full occupancy.
- Market the community effectively to attract qualified applicants.
- Conduct tours, application intake, LIHTC eligibility screening, and certification processing.
- Maintain accurate applicant and compliance documentation.
- Coordinate with ownership, marketing teams, and vendors as needed.
- Report lease-up progress, traffic, and occupancy metrics.
Post Lease-Up / Ongoing Community Management
- Manage day-to-day operations of the community, ensuring a well-maintained, compliant, and resident-focused environment.
- Oversee rent collection, notices, delinquency management, and resident communication.
- Maintain full compliance with LIHTC regulations, Fair Housing laws, and property policies.
- Partner with maintenance to ensure timely resolution of work orders and upkeep of property standards.
- Monitor budget performance, support financial reporting, and implement cost-effective solutions.
- Foster positive resident relationships, coordinate resident events, and address concerns professionally.
- Prepare for audits, inspections, and annual recertifications.
- Lead onsite staff (if applicable) and ensure adherence to policies and procedures.
Required Qualifications
- Experience with LIHTC / Tax Credit housing is highly preferred.
- Previous experience in leasing, property management, or affordable housing.
- Strong understanding of compliance documentation and eligibility workflows.
- Proficient in property management software.
- Excellent communication, customer service, and organizational skills.
- Ability to work onsite full-time in SW Portland.
Pay Details: $24.00 to $27.00 per hour
